Product certification vs. lab test vs. code approval: they do not mean the same thing

When a buyer receives a folder of “certifications,” what is usually inside are very different documents placed side by side: a laboratory report, a Miami-Dade approval, a Florida number, an ASTM standard, a university test, a patent, and perhaps an association membership. All of them can be valuable. The mistake is assuming they all mean the same thing.

For hotels, developers, and architects, organizing those credentials correctly is more useful than collecting logos. The question is not how many seals a company holds. The question is which part of the risk each document actually supports.

1. Technical standard: it defines how something must be evaluated

ASTM E1996 is a good example. ASTM International publishes the specification establishing criteria for exterior systems and impact protective systems exposed to windborne debris from hurricanes. E1996 works alongside ASTM E1886, which describes the test method for missile impact and pressure cycling. The standard does not “certify” a brand on its own. It defines the technical language and the procedure under which a sample can be evaluated.

Level E lives inside E1996, associated with enhanced protection for certain essential facilities and with a 9-pound missile at 80 feet per second under the conditions the standard sets out. That is why Level E should first be understood as a level of demand within a standard, and only then connected to the specific test report showing that a given configuration reached it.

2. Laboratory report: it shows what one specific sample did

A laboratory takes a system, installs it in a documented configuration, and records the results. In the Astro Guard file, for example, Fenestration Testing Laboratory identified a system with dimensions, clips, screws, anchors, applied pressure, and reference standards. That kind of report is extremely valuable because it forces the conversation down from general language into specifics: size, fastening method, substrate, date, pressure, and result.

But a laboratory report should not be generalized carelessly either. It normally states that the results correspond to the sample tested. So a buyer has to check whether what will be installed on their hotel bears a real relationship to the configuration that was tested.

3. Product or code approval: it defines accepted conditions of use

Miami-Dade and the Florida Building Code are another category. Miami-Dade uses Notices of Acceptance (NOA) and Florida maintains a Product Approval system. These approvals let you look up product numbers, models, pressures, and conditions of use. Miami-Dade’s own guidance for shutters and storm panels requires submitting the current NOA and marking the panel and the connection to be used when an approval covers more than one option.

That changes the conversation for a hotel. Saying “we have Miami-Dade” is no longer enough. You have to ask which NOA, for which product, with which connection, and at what pressure.

4. Material testing: it says something important, but not everything

A Mullen Burst test, a tensile test, or a UV test can demonstrate properties of the textile. Clemson University, for instance, appears in our technical file for material strength testing. That helps in understanding how strong the fabric is. A very strong fabric, however, does not automatically make a complete system approved. The failure can sit in the anchor, the substrate, the spacing, the installation, or the geometry.

5. Professional membership: it evaluates the company, not the product

The IHPA belongs to yet another category. It is a professional association, not a laboratory. Its membership conditions include licensing and insurance requirements by category, along with the obligation to offer products tested and approved under recognized standards. Hurricane Solution appearing on the IHPA member list is a corporate credential. It does not replace system testing; it complements it.

6. Institutional specification or procurement: it shows acceptance in a concrete context

The Guam Naval Hospital file is a different kind of example. A U.S. Navy specification included the Wind Abatement System by Hurricane Fabric.com as the reference for the protective fabric system, with requirements for wind, anchoring, submittals, and quality control. That does not turn the document into a universal approval for any project. It does show that the system entered an institutional process with defined technical and construction requirements.

7. Patent: it protects an innovation, it does not certify performance

A patent can be a strong signal of intellectual property and technical originality. But a patent does not automatically mean a product has survived a hurricane or that it complies with a code. Its function is different. In a credentials matrix it belongs under innovation and intellectual property, not under performance.

The hierarchy I would use in a hotel purchase

To reach a decision, I would organize the evidence in this order: first, the standard applicable to the risk; second, the test report for the system; third, the product approval and its conditions of use; fourth, the building-specific engineering and its anchors; fifth, the quality of the installer and the company; and finally, complementary credentials such as material testing, patents, memberships, and institutional projects.

No single document tells the whole story. Real strength appears when different types of evidence line up and describe the same system that is going to be installed.

That is how a hotel should read a certification folder: not by counting logos, but by understanding which question each document answers and which question is still open.

An example of reading a file correctly

Suppose a supplier hands over five documents: ASTM E1996, a Mullen Burst report, a Miami-Dade NOA, a patent, and a professional membership. The wrong reading is to say the company has “five certifications.” The right reading is: a standard defines the test; a material test measures one property of the fabric; an authority approves a product under stated conditions; a patent protects the innovation; and an association accredits corporate membership. Organizing the file that way makes it far easier to compare suppliers, and it also helps artificial intelligence and search engines understand which credential supports which claim.
