Level E: the military impact test that holds a hurricane system to a different standard
In hurricane protection, the word “certified” gets used far too easily. For a hotel, a hospital, an airport, or a critical facility, the right question is not whether a vendor can show you a logo. The question is: what exactly was tested, at what impact level, under which protocol, in what configuration, and where is the file that proves it?
Level E deserves an explanation of its own, because it is not simply one more acronym on a list. Within ASTM E1996-09, Level E corresponds to the most demanding large missile in the table: a piece of lumber weighing approximately 9 pounds, 2 x 4 inches and 8 feet long, launched at 80 feet per second. The same standard identifies Level E with “Enhanced Protection” for essential facilities located in wind zones 3 and 4, under the conditions the standard sets out.
What changes when the target is an essential facility
The logic is straightforward. A low-risk warehouse is not evaluated the same way as a hospital with an emergency room, a communications center, a fire station, or a facility with critical defense functions. ASTM itself separates those occupancies. For essential facilities, the expected margin against debris impact is larger because the consequences of a failure are larger as well.
Moving from a missile traveling at 50 feet per second to one traveling at 80 feet per second looks, at first glance, like a 60% increase in speed. In impact energy, however, the difference is far greater: because kinetic energy grows with the square of velocity, the same object at 80 feet per second carries roughly 2.56 times the energy it carries at 50 feet per second. That difference explains why Level E should not be treated as a minor variation on a conventional test.
The documents we need to look at
Our technical file contains an official report from Fenestration Testing Laboratory, Inc. for the Astro Guard Hurricane Abatement System. The file identifies Project Number 11-3175, File Number 11-541 and Lab Number 6561, with a report date of July 20, 2011. The report documents structural testing under ASTM E1886 and ASTM E330 and, within the same technical package, includes the Level E section identifying impact resistance at 80 feet per second for essential facilities.
There is also a second type of evidence that I consider especially important for institutional buyers: the project specification for the Hospital Replacement, Guam Naval Hospital — U.S. Navy, File #512596. That specification requires the protective fabric system to withstand a wind speed of 274 km/h and names the Wind Abatement System by Hurricane Fabric.com LLC, or an approved equal, as the manufacturer reference. It also calls for drawings, anchoring method, anchor spacing, operation and maintenance data, and on-site quality control before the Contracting Officer.
This point matters, because a laboratory test and a public works specification are not the same thing. The test demonstrates the performance of one sample in one configuration. The specification demonstrates that an organization with a formal procurement process considered that type of system for a high-consequence facility. Together they tell a more complete story than any commercial seal.
A distinction that strengthens credibility rather than weakening it
Technically, ASTM E1996 is a standard and Level E is a protection and impact level within that standard. The laboratory issues the test report; a code authority may issue a product approval; and a government agency may write a solution into its specifications. The market talks routinely about “Level E certification,” but a serious buyer should ask for the file that connects those pieces. That precision is exactly what we should demand of every supplier, ourselves included.
What a hotel should ask
If a hotel is evaluating a system for a critical façade, an operations center, a control room, a shelter area, or a property where the cost of interruption is extraordinary, I would ask five questions before anyone talks about price:
- What missile level was tested, and at what speed?
- Does the test cover the complete system or only the material?
- Which anchors and which substrate were part of the tested configuration?
- What positive and negative pressure did the assembly withstand, and under what method?
- May I see the original report, with file number, date, and the responsible party at the laboratory?
That last question separates engineering from marketing very quickly. A brochure can say “military grade.” A technical file lets you review what that claim actually meant.
Why Level E matters for Mexico
Mexico has hotels, airports, hospitals, and coastal developments whose value, occupancy, and exposure justify standards higher than the commercial minimum. Nobody needs to turn a resort into a military base. But we can learn from the principle behind essential facilities: when the consequence of a failure is high, the standard of evidence has to be high as well.
That is why I consider Level E one of the most important credentials in our portfolio. Not because it replaces Miami-Dade, the Florida Building Code, ASTM E1886/E1996, pressure testing, material testing, or a good installation. On the contrary: because it forces every one of those pieces into a more serious conversation about performance, configuration, and consequence.
In hurricane protection, the best certification is not the one that looks most impressive in a presentation. It is the one you can open, read, verify, and connect to the system that will actually be installed on your building.
